My boat has a 2011 Mercury 60 horse 4 stroke outboard. When running at low speeds, the motor makes a whistling noise. Anyone have any idea what that may be?? When I get on plane and get up to speed, it goes away. It's not the alarm, which is much louder, but it's just load enough to be heard over the motor itself. Sounds like a boiling tea pot. Water is coming out the spout of the motor, so it's definitely getting through for cooling and the oil level is good.
Thoughts?

I have no idea really.
